Wednesday, May 7, Latvian Port, Transit and Logistics Council (LOTLP) meeting of the Ministry of Transport (MoT) informed its members of the 2014 to 2020 planning period available in the European Union (EU) funds, and asked to consider the port and transit corridor development projects.
Connecting Europe Facility (CEF), the European transport network to be granted 26.3 billion for Member States to promote the EU's objectives of sustainable development. One of the CEF multiannual program priorities and the Sea (MoS) with the 2014 selection of projects under the program would be available around 350 million euros. This priority activities to be supported are: infrastructure in ports, ice-breaking capacity development, ports and maritime services; and research projects that contribute to environmental protection in seafaring; elements contributing to maritime better compatibility with other transport systems, etc.
LOTLP meeting it was discussed that the Ministry has carried out annual monitoring of the transit spark industry disincentives and suggestions to prevent spark customs and border crossings, as well as rail, road network spark and port access road alignment issues. For example, LOTLP called the State Revenue Service and the Ministry of Finance to consider ways to reduce spark the administrative and tax burdens in the transit spark area, thus promoting spark Latvian competitiveness in relation to other transit countries.
Also heard LOTLP SM report on road usage fees or "Eurovignette" Latvian implementation of 1 July this year. It will pay Latvian and foreign registered trucks on the country's main road network usage.
We remind you that the road use charge Latvian was to be introduced from 2009, but given the economic conditions and in response Association spark of the request, the introduction of fees has been postponed several times.
On the other hand, informed the meeting participants on the latest developments in terms of market access to port services and port system of financial transparency regulations, SM stated that Latvia and other Member States have expressed their reservations about the wording of the regulation. Today, the EU Council working groups are being compiled and will be prepared for the Greek Presidency progress report. The European Parliament has already ruled and the Regulation on not to view, but leave it to the evaluation of the next term.
The European Commission's proposal that regulation provides that the setting up of a single EU legislative framework for the regulation spark of ports, but Latvia is not supported by this regulation, as it will be exposed to additional spark administrative and financial spark burden for the port sector (independent supervisory body, and port users of the Advisory Committee on Establishment and other expenses), and created spark new, unnecessary bureaucracy. Also, their ability to influence the national level Latvian ports key issues, Latvia could lose its current spark impact of transit freight in competition with neighboring foreign spark ports, thereby negatively affecting all related areas of the economy (transportation, logistics and related services in the fields).
